What is a Domestic Energy Assessor?

How do I become a Domestic Energy Assessor?

Essentially, you will need two things:

  • The ABBE Level 3 Diploma in Domestic Energy Assessment (or other approved)
  • To be a member of an approved accreditation scheme

The NHER runs an approved DEA Accreditation Scheme, which offers its members comprehensive insurance, industry-leading online software, free technical support, and discounted training opportunities.

To join an approved accreditation scheme you will have to pass a series of background checks, including a Basic Level Criminal Records Bureau check.

The Energy Performance of Buildings Directive (EPBD)

The EPBD has now been implemented in England and Wales. Article 7 of the Directive requires an Energy Performance Certificate (EPC) to be produced whenever a building is constructed, sold or rented out.

Under the Directive, the EPC can only be produced by "suitably qualified and/or accredited experts". 

EPCs now form part of the Home Information Pack (HIP) in the marketed sales sector.

Who can produce EPCs for the HIP?

EPCs can only be produced by Home Inspectors and DEAs. Home Inspectors will also be able to produce Home Condition Reports, which are now a voluntary part of the HIP.

Are EPCs be required in the rented dwellings sector?

EPCs have been required for rented properties since October 2008, whenever the property is marketed to prospective new tenants. For further details see here.

How will I get work to undertake EPCs?

EPCs will are commissioned by estate agents, Home Information Pack providers and individuals. Now the EPBD has been rolled out to the social and private rented sectors, local authorities, registered social landlords as well as private landlords are also commissioning EPCs.
